CDBG UTILITY & STREET PROJECT UPDATE - UPCOMING ROAD CONSTRUCTION

City of Monroe issued the following announcement on March 14.

Below is an update on the 2021 CDBG Utility and Street Project plans. The projects include 7th Street from 20th to 28th Avenue, 14th Street from 20th Avenue to 23rd Avenue, and 15th Avenue from 9th Street to 12th Street.

Our sewer and water project contractor, Maddrell Excavating, will spend the first few weeks focusing on 15th Avenue and have additional crew members starting sewer work in the 2000 and 2100 block of 7th Street. We anticipate completing the work in this area by the end of July. The work projects will include replacing water mains, sanitary sewer mains, storm sewer, sewer and water laterals, and road base. Maddrell crew members will be assessing water service lines in the area to document if any are lead. If a lead service line is found leading into a house, it will be replaced and crew members will work with the occupants to determine and document if service material leading to that meter is also lead. Maddrell will be on-site the week of March 14 to stage materials, equipment, and set up traffic control.

Once Maddrell has completed their portion of the project, the curb and gutter contractor will begin to pour new curb and drive approaches. Access to driveways will be restricted for 10 days while the curb work is being completed. We will try to keep access to driveways at night during the week as Maddrell is working and on the weekends. Once the curbs have been completed, the City will place the final lift of road base and grade for pavement installation, followed by pavement placement and restoration.

During this project, we anticipate three to four occurrences when the water service will temporarily be shut off for 4 - 6 hours at a time. The Water Department will give a 24-hour temporary shut off notice to those who might be affected during the following:

  • initial tie-in for the new water main
  • complete final tie-in of the new main
  • abandonment of the old main 

There will also be a temporary water shut-off when connecting a property's service line to the new main, typically 15 - 30 minutes. Crews will also purge air out of the lateral line if there is an outside faucet accessible and active.
