The new bill authored by State Sen. Hesselbein seeks to ban the manufacture, sale, and possession of firearms undetectable by standard security measures, according to the Wisconsin State Senate.

According to the Wisconsin State Legislature's official website, the bill was described as follows: "prohibition against undetectable firearms, possessing a frame or receiver of a firearm without a serial number, and providing a penalty".

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill prohibits the manufacture, transportation, sale, possession, and carrying of firearms that are undetectable by standard security measures such as metal detectors and airport x-ray machines. Violations of this prohibition are classified as Class G felonies under state law, aligning with existing federal regulations. The bill also makes it illegal to sell, distribute, or possess plans for producing such undetectable firearms, categorizing these actions as Class H felonies. Additionally, it prohibits possession of firearm frames or receivers without a serial number, classifying this offense as a Class I felony. Exemptions are provided for licensed manufacturers, law enforcement officers, and military personnel while performing official duties. The effective date of this bill aligns with its enactment in the 2025–2026 legislative session.

The bill was co-authored by Representative Alex R. Joers (Democrat-81st District), Senator Tim Carpenter (Democrat-3rd District), Senator Kristin Dassler-Alfheim (Democrat-18th District), Senator Dora E. Drake (Democrat-4th District), Senator Jodi Habush Sinykin (Democrat-8th District). It was co-sponsored by Representative Deb Andraca (Democrat-23rd District), Representative Margaret Arney (Democrat-18th District), and Representative Mike Bare (Democrat-80th District), along 35 other co-sponsors.

Dianne H. Hesselbein has authored or co-authored another 40 bills since the beginning of the 2025 session, with all of them being adopted.

Hesselbein graduated from the University of Wisconsin at Oshkosh in 1993 with a BS.

Hesselbein, a Democrat, was elected to the Wisconsin State Senate in 2023 to represent the state's 27th Senate district, replacing previous state senator Jon Erpenbach.

In Wisconsin, the legislative process starts when a senator, constituent, group, or agency proposes an idea for a bill. After drafting, the bill is introduced, numbered, and referred to a committee for review and public input. If approved, it moves through three readings and votes in both the Senate and Assembly. Once both chambers pass the same version, the bill goes to the governor, who can sign it, veto it, or let it become law without a signature. Only a small share of bills introduced each session ultimately become law. You can learn more about the Wisconsin legislative process here.
